James O'Connell
Jim O’Connell is an executive consultant with Ceridian Corporation. With over thirty years’ experience in federal legislative and regulatory affairs, Jim focuses on HR and payroll policy issues, complex compliance regulations and workforce trends. Jim is an adjunct professor at Georgetown University in Washington, D.C., specializing in global business and public policy. He holds a doctorate in economics from New York’s Fordham University. Before his 26-year career with Ceridian, Jim served in the U.S. Senate as chief legislative assistant to New York Senator Jacob K. Javits

Tea Leaves and Fortune Cookies: Forecasting Compliance 2013-2014
Jobs, the economy, trillion-dollar budget deficits, a $15 trillion public debt burden and the future of healthcare reform, Social Security and Medicare make Election 2012 the most important in decades. How the President and Congress address these issues in 2013 and beyond will have profound implications for payroll and HR compliance.
Jim O’Connell returns to TPC with his crystal ball to forecast what’s likely to happen on the payroll tax holiday; the Patient Protection & Affordable Care Act; deficit reduction and America’s titanic public debt; the coming reform of the U.S. tax code; and Social Security.
